If multiple participant calls 'banco', the one whose flip was earlier in counter-clockwise rotation from the banker has priority. If no one calls 'banco', then every participant in flip, beginning to the banker's proper and continuing counter-clockwise, can bet any quantity offered that the entire bets are not more than what is within the financial institution.
